An auto land system displays Land 2 another failure will make the system

A Land 2 (fail-operational) annunciation means two autoland channels remain; losing one more leaves a single channel, so the system degrades to fail-passive, where a further fault causes a safe disconnect with no large transient rather than continuing the automatic landing. It does not stay fully operational on one channel.

Why would this not be simplex if it was origionally Cat 2? i thought a Cat 3 failure makes is Passive?
