Which fibre to resin (%) ratio for advanced composite wet lay-ups is generally considered the best?

For advanced-composite wet lay-ups the generally preferred fibre-to-resin ratio is about 60:40 by volume; this gives enough fibre to carry load while leaving just enough resin to wet out and bond the fibres. Too much resin (50:50 or 40:60) adds weight and lowers strength without benefit.

Referring to Jeppesen Airframe book. It states that ratio is 60% fibre and 40% resin.. please explain
