Fibreglass laminate damage not exceeding the first layer or ply can be repaired by

  • filling with putty consisting of compatible resin and clean, short glass fibres.
  • sanding the damaged are until aerodynamically smooth.
  • trimming the rough adges and sealing with paint.

Explanation

Damage confined to the first ply is repaired by filling with a putty made from compatible resin mixed with clean, short glass fibres, restoring the surface and a degree of reinforcement. Simply sanding smooth or sealing with paint would leave the damaged ply unfilled and unsupported.

I think the key here is "not exceeding the first layer". So damage is very very small. But anyway, your idea is also correct.
