Explanation
The outer cover's primary job is to protect the reinforcing braid and inner liner; superficial cracking of the cover alone does not breach the pressure-carrying parts of the hose. Such a hose may still be serviceable, subject to inspection of the exposed braid for corrosion or damage. It is not automatically condemned for leakage or flow restriction since the bore is unaffected.
