A micro-shaver is a controlled-depth cutter used after riveting to mill a protruding (often flush) rivet head down to the required height, producing a smooth, aerodynamically clean surface. It works on the formed head, not on cutting the rivet to length or trimming the shank before installation.

milling the rivet head is shaving the rivet head after formation so it is flush with surrounding skin. if you google this process there will be plenty of info
