Explanation from PART66Online

A 3-and-a-half digit display has three full digits that can show 0 to 9 plus a leading half digit limited to 0 or 1, so the maximum reading is 1999. A full four-digit count would reach 9999, and 999 corresponds to only three full digits, so neither matches a 3.5-digit meter.

Not maximum voltage, maximum reading. It can be resistance, capacitance, inductance..... Question is what is the maximum value what can show3 1/2 multimeter.
