Explanation from PART66Online
Increasing the speeder spring force raises the RPM needed for the flyweights to balance it, so the governor sees an underspeed condition. It then ports oil to reduce blade angle, fining the blades so the engine can accelerate to the new, higher selected RPM. Finer pitch is the standard governor response to underspeed.

Isn't speeder spring pressure increased by the flyweights moving out? Therefore this is overspeed condition - blades coarsen?

The pressure on the speeder spring is being increased by the pilot increasing the RPM, not by the fly weights.

no it is clear my friend,it will fine off because increasing spring pressure means propellers will turn fine.
