Explanation
A two-position propeller switches between just two angles. Governor oil pressure drives the blades to fine pitch, while the aerodynamic twisting moment (and any counterweights/springs) returns them to coarse when oil is released. So in this design oil pushes the propeller to fine, and the opposing force sets coarse.
