In a single-acting propeller, oil pressure drives the blades fine, while counterweights and a feathering spring provide the opposing force that increases blade angle toward coarse and feather. When oil pressure is reduced or lost, these mechanical forces coarsen the blades, so blade angle is increased by the counterweights and feathering spring.

According my notes, i found out that both single and double acting propeller changes the blade angle using oil pressure. Can anyone explain to me why the answer here says counterweights?

You are wrong. Oil is used in both types of props, but in single acting prop oil is used only for angle decreasing.
