When drilling out a rivet, use a drill

  • larger than the rivet hole.
  • same size as the hole.
  • smaller than the rivet hole.

Explanation

A rivet is drilled out with a drill the same nominal size as the rivet shank/hole so the head is removed without enlarging or damaging the parent hole. An oversize drill would open the hole and oblige a larger replacement rivet, while an undersize drill leaves material that makes head removal difficult.

The answer to another question here is "drill to the base of the manufactured head using a drill one size smaller than the shank and remove the head using a punch".
