Mark-to-space ratio compares the time the waveform holds its high level with the time it holds its low level, so it is a ratio of two intervals measured along the time axis. A to D is the mark and D to E is the space. The other options divide a time by a voltage or compare two voltage levels, and neither of those gives a mark-to-space ratio.
