Explanation from PART66Online
Inductive reactance is XL = 2 x pi x f x L = 2 x pi x 50 x 0.2 = about 62.84 ohms. The resistance value is not part of the reactance calculation. The 31.42 ohm answer would result from using half the inductance or omitting a factor of 2.
