The 5th coloured band on a resistor represents the

  • reliability or temperature coefficient.
  • tolerance.
  • multiplier.

Explanation

On a five-band military-style resistor the additional band beyond the value, multiplier and tolerance bands denotes the reliability (failure-rate) factor or temperature coefficient rather than repeating tolerance or multiplier. The multiplier and tolerance are carried by earlier bands.

Isn't it the tolerance in coloured band is represent in the 4th band?

If resistor has 4 bands - yes, but question asks for 5 band resistor.
