Explanation

Capacitance-type fuel gauges use the fuel as the dielectric between probe plates; fuel has a higher dielectric constant than the air it displaces. As the fuel level rises, more of the probe is immersed and the effective dielectric increases, so the measured capacitance increases with fuel quantity.
