A machine whose phase and line voltages are different must be star connected: in star the line voltage is root three (1.732) times the phase voltage, whereas a delta winding sits directly across two lines, so its line and phase voltages are equal. Parallel describes how machines are tied to a busbar, not how the three windings inside one machine are joined.
