The lining around the fan case is a soft abradable material that also forms part of the acoustic treatment, absorbing fan noise within the intake/fan duct. Its abradable nature lets a blade tip cut its own clearance without damage, but in this context its function is to provide an acoustic (sound-absorbing) medium.

it's soft, chalk like material disables high frequencies exiting the fan blades

I thought the primary purpose was to prevent fan blade tip rubbing against the case, can someone confirm?

Student here, it does reduce noise, but its main cause is to prevent tip rubbing of the fan blades with the case. To me, answer needs to be switched (Acoustic lining).
