The number of data-select (address) lines must be enough to uniquely address every input, so 2 raised to the number of select lines equals the input count. For eight inputs, 2 cubed equals 8, requiring three select lines. Two lines would only address four inputs, and eight would be the input count itself, not the select count.

You need only 3 select lines because 3 bits value has 8 combinations:
0 - 000
1 - 001
2 - 010
3 - 011
4 - 100
5 - 101
6 - 110
7 - 111
0 - 000
1 - 001
2 - 010
3 - 011
4 - 100
5 - 101
6 - 110
7 - 111
