A zener diode is designed to operate

  • below its breakdown voltage.
  • either above or below its breakdown voltage.
  • above its breakdown voltage.

Explanation

A Zener diode is run in reverse bias at or above its breakdown (Zener) voltage, where it conducts heavily while holding a nearly constant voltage. This is exactly the region exploited for voltage regulation. Operated below breakdown it would simply block, providing no regulating action.

Below brake down voltage it has very high resistance.
