Before removing an assembly from an aircraft, with regards to HIRF, you must first ensure that there is minimum current flow between
- you and the airframe.
- you and the assembly.
- you and the aircraft.
Explanation from PART66Online
Before disturbing a static-sensitive assembly you equalise potential between yourself and that assembly so no damaging current flows through its components when you make contact. The reference point is the item being handled, not the general airframe or aircraft, because it is the assembly's devices that must be protected.
