Very Large Scale Integration (VLSI) denotes integrated circuits packing very high gate counts onto one chip, conventionally in the order of tens of thousands of gates or more, which is why the figure of more than 10,000 gates is correct. Counts up to about ten thousand correspond to the lower MSI and LSI classes, not VLSI.

It is too many if the gates are more than 10000.
