Very Large Scale Integration (VLSI) denotes integrated circuits packing very high gate counts onto one chip, conventionally in the order of tens of thousands of gates or more, which is why the figure of more than 10,000 gates is correct. Counts around a thousand correspond to the lower MSI/LSI classes, not VLSI.

VLS IC should be more than 1000 gates , but less than 10000 gates.
It is too many if the gates are more than 10000.
