Explanation from PART66Online
An SSR/ATCRBS reply train is bracketed by the two framing pulses F1 and F2, which are separated by 20.3 microseconds. That fixed window contains all the coded information pulses, and it is what the interrogator looks for in order to recognise a valid reply. The shorter figures would not span the complete pulse train.
