A transformer should always have its

  • primary shorted or off load.
  • secondary shorted or on load.
  • secondary open circuit or on load.

Explanation

A voltage transformer's secondary may be safely left open-circuit (no load) or connected to a load, but it must never be short-circuited, which would draw excessive current. Likewise the primary should not be shorted. Thus the safe states are secondary open-circuit or on load.

If you short out the secondary winding, the primary will burn out.

May be confusing it with an autotransformer.
