First express both quantities in the same unit: 3 metres equals 3000 mm. Then 60/3000 = 0.02, which is 2% when multiplied by 100. Forgetting to convert metres to millimetres is the common error that produces the wrong distractor values.

0.06 / 3 = 0.02 = 2%
