The speed of air over a swept wing which contributes to the lift is

Explanation from PART66Online

On a swept wing only the airflow component perpendicular to the leading edge (the chordwise component) accelerates over the section and produces lift. Because the wing is swept, this effective component is less than the full free-stream speed, so the speed contributing to lift is lower than the aircraft's airspeed.

isnt upper surface has more velocity than the relative wind?

If aircraft speed is V, speed of airflow over wing which contributes to lift is Vcos(sweepangle). Cos(sweepangle) < 1
