A Part-145 organisation based outside the EU (country not SARI member), the competent authority is

  • the CAA.
  • the NAA of the country it is located in.
  • the EASA.

Who in your opinion issues PART145 approval?
Do you agree what PART145 approval is European Union related approval?

In my opinoin British CAA approves Part 145 approval for UK whereas other country's CAA approves Part 145 organization in their respective countries. Same is the case happen to our organization from last two years and renewal of Part 145 organization audit is also carried out by our own country CAA. EASA people just help our CAA people by giving guidelines and checking out if approval procdure followed by our CAA is correct or not.It is the final decision of country CAA whom they approved as Part-145 on the basis of audit.
I am saying this from my practical experience of working in Quality Assurance and information which i got in many seminars conducted jointly by EASA and our CAA in implementing part-145 in our country and our regional countries.
If question was inside EASA i would easily agreed for EASA but question here is outside EU so i think it should be NAA (National Aviation Authority) in this case.
If you think otherwise please do explain.

I'm not expert in that but here is how I understand that topic:
Main purpose of PART145 is to standardize aircraft maintenance requirements for EU member states. Maintenance organization will ensure what maintenance practices will be done in accordance with PART145 requirements. All EU operators should do maintenance in PART145 organization.
Imagine situation: some company some small country, for example Fiji, wants to do PART145 maintenance organization. How local authority can approve that organization? They don't have such rights. Company must be approved by EASA, because PART145 rules is EASA's rules.

Maybe we understand this question in different ways and this is the reason of misunderstanding. :)

thank you for the link.
But small countries like Malidives do approved their own Part-145 organization.
Malidives falls under EASA but they are the working member of SARI. May in there is little bit difference or flexibility in regulation regionalwise in implementing EASA in full-fledge. That may have lead us to confusion.
Anyway if there isnt any regulating body in implementing EASA in their zone than answer must be EASA.
hope our confusion gets over.
there is SARI group for implemting EASA in NEpal, Pakistan, Maldives ,Srilanka, Bhutan, Maldives and similar group for Middle east which should not confuse us more.

Never heard about SARI before. But if you have such experience, I can trust you. So a modified question, it is now more correct in your opinion? :)
