Explanation

Velocity ratio is the distance moved by the effort divided by the distance moved by the load. The effort moves 200 cm (2 m) while the load rises 0.5 m, so VR = 2 / 0.5 = 4. The answer of 8 would require the effort to move 4 m, and 2 would halve the effort distance.
