Nozzle guide vanes form convergent passages that act like nozzles: the gas expands through them so its static pressure decreases while its velocity increases, and it is directed onto the turbine rotor at the correct angle. They convert pressure energy into kinetic energy, the opposite of a diffuser, so a pressure rise with the vanes is not possible.

nozzle guide vane are associated with compression section, so they're used to maximise compression performance (they're divergent) by decrease the speed & increasing pressure gain for each stage
