Decca was a hyperbolic radio-navigation system that compared the phases of continuous-wave signals from a chain of ground transmitters. To give the long range and stable phase comparison it needed, it operated in the Low Frequency band (roughly 70-130 kHz). VHF and HF would not provide the required ground-wave coverage and phase stability.
