The maximum lift/drag ratio of a wing occurs
- at the angle of attack producing maximum total lift.

Maximum lift occurs at the stalling angle, but drag is already high there, so that is not the most efficient point. The best lift/drag ratio occurs at a lower angle of attack, typically only a few degrees, where lift is good and drag is still small. The maximum L/D angle therefore lies below the angle that gives maximum lift.
