Air bleed valves are

  • closed at low RPM.
  • open at high RPM.
  • open at low RPM.

Explanation from PART66Online

Compressor bleed (handling) valves are held open at low RPM and during acceleration to dump excess air, preventing the front stages from stalling or surging when the rear stages cannot swallow the flow. As speed rises the valves close so the full airflow passes through the engine.
