The vertical fin lies in the aircraft's plane of symmetry, so its surface is aligned with both the longitudinal axis running nose to tail and the vertical (normal) axis. This symmetrical placement means it produces no side force in straight flight and provides directional stability and yaw damping.

Yes, it is. But there is no such answer, so you must select most correct one. Btw, not all aircrafts has fin offset. Basically fin is parallel to longitudinal and vertical axes.
