In a turn the up-going wing causes a

  • de-stabilizing effect due to increased AoA.
  • de-stabilizing effect due to decreased AoA.
  • stabilizing effect due to decreased AoA.

Explanation

As the aircraft rolls, the up-going wing rises relative to the airflow, which reduces its effective angle of attack and so reduces its lift. This loss of lift on the rising wing opposes the roll, giving roll damping. The result is a stabilising effect produced by the decreased angle of attack.

Yes - you should be confused!
It's another poorly thought out question. If it's meant to be about stability it should be asking what effect say dihedral/anhedral has on lateral stability.

I also believe that the answer is wrong. Up going wing has more lift and a higher angle of attack.

I just do not understand why you stuck to the "lift"? Nobody asking you about lift here, you just need to understand what happens with AoA of wings in turn and it's effect.

Think I got it. In a turn, down-going wing has increased AoA but decreased speed and up-going wing has increased speed to complete the turn and therefore decreased AoA. Dimky, is that correct?

Well downgoing wing will have more AOA thus more lift and inverse in the upgoing wing. Thus, C of L shifts accordingly and the a/c will laterally stable (also known as Pendulum Effect)
