White potassium-carbonate crystals form when the electrolyte is forced out through the vent and reacts with carbon dioxide in the air, which on a serviceable Ni-Cd cell signals overcharging driving violent gassing. A correctly charged cell stays clean, and an undercharged cell simply lacks capacity rather than spewing electrolyte.
