Emergency floor lighting system is inoperative, then

  • the aircraft is allowed to fly empty to a main base.
  • the aircraft is not allowed to fly until repaired.
  • the aircraft is allowed to fly in daylight conditions only.

Explanation from PART66Online

Emergency floor-path (escape-path) lighting is needed to guide evacuation in darkness or smoke; with it unserviceable the aircraft may still be dispatched but only in daylight, when natural light provides an equivalent means of finding the exits. A blanket grounding or empty ferry only is more restrictive than the relief allows.

I cannot speak for European registered aircraft but US registered aircraft have a minimum equipment list on the aircraft that dictates what equipment is allowed to be inoperative and the conditions it may be inoperative and for how long until it must be repaired.

the correct is the aircraft is allowed to fly empty to a main base.. minimum equipment list says that at least 75% of emergency floor lighting must be operative

I reckon it's garbage, emergency floor lighting was brought in after the Manchester disaster, fatalities caused by no visibility because of smoke in the cabin. Daylight or not
