A potentiometer varies

  • resistance.
  • current.
  • voltage.

Explanation

When used as a three-terminal divider, the potentiometer's wiper taps off a proportion of the supply, so the output it varies is voltage. Although the device is built from a resistive element, in its normal divider application it provides a variable voltage rather than directly controlling current.

A potentiometer is a type of variable resistance and as you say it can take an input voltage and vary the output from zero to the full value of the input.
