To overcome ineffective control surface problems in the transonic region

Explanation
In the transonic region shock waves form ahead of hinged control surfaces, blanking them and greatly reducing elevator effectiveness. Moving the entire tailplane (an all-moving stabiliser) changes the whole surface incidence and so retains pitch control where a small trailing-edge elevator would be ineffective.
