Back-EMF is the greatest when a motor is

Explanation

Back-EMF is proportional to speed, so it is greatest when the motor runs fastest, at normal operating speed. At start there is no back-EMF (hence high inrush current), and under heavy load the motor slows, reducing the back-EMF.
