Explanation

Mass balancing adds weight forward of the hinge to shift the control surface's centre of gravity toward (onto) the hinge line. This prevents inertial coupling between bending/twisting of the structure and the control surface, which is the cause of flutter. Leaving the C of G aft of the hinge would leave the surface prone to flutter.

I think C. tends to move the control surface C of G forward of the hinge line.
