In a star (Y) connection the line-to-line voltage equals the phase voltage multiplied by root 3 (1.732). With a phase voltage of 115V, the line voltage is 115 x 1.732 = 199V, which rounds to the standard aircraft figure of 200V. This is why the typical aircraft AC system is quoted as 115/200V.
