it's soft, chalk like material disables high frequencies exiting the fan blades

I thought the primary purpose was to prevent fan blade tip rubbing against the case, can someone confirm?

Student here, it does reduce noise, but its main cause is to prevent tip rubbing of the fan blades with the case. To me, answer needs to be switched (Acoustic lining).
